The Banitary anthorities will require to be more thorough in their methods of inspecting sich 'alleyways, as it is clear that the conditions complained of wonid.; not have been so obvious had there been adequate inspection. If auch inspection is mane and the owners of the buildings alluded to given the necessary warning of their position regard- ing the abase, we feel sure that very soon there would be litils cause for complaining of the condition of alleyways. The matter brought forward by the Hon. Mr. Hewett also amounts to a serious defect in which possibly blame attaches to many quters. It is, auquestionably, as pointed out by the Hon. Mr. Howest;
