DISPUTE CONCERNING FOREIGN DELEGATE.

Peking, Received May 28. Although the Chinese Government and the Quintuple Group have agreed as to a modus operandi as regards the million sterling for the redemption of the notes in Canton and Hongkong, whereby one foreign delegate and two Chiness cashiers will be appointed to supervise the scheme, the actual handing over of the money is held up by want" of agreement concerning the foreign personnel.

As British interests predominate, it was proposed to appoint a British delegate, but the Russians, French and Japanese have objected on the grounds that he was not sufficiently experienced. The Chinese then proposed Dr. Arnhold, but the Russians opposed this, while the French would only support a Frenobman.

Meanwhile Mr. Boyd, who was originally appointed delegate, and alto Mr. MoEuen, of the Bank of China, have been appointed cashiers and the question of the delegate is still unsettled.
