present system till the ample field of Legislation in that direction shall have been exhausted, whilst as regards Houses there certainly appears to be slight prospect of any necessity arising for further Legislation on that subject.
8. In the meantime there can be no doubt as to the apparent success of the present system. That is a simple question of fact, and I believe it indisputable that at this moment no such illegal gambling house is existing in Hongkong. Recent circumstances, especially the very imperfect and confused notions which some members of the House of Commons have hastily adopted, to which they gave public expression in the 18th February debate, apparently mixing it up with the wholly irrelevant subject of the Coolie trade from Macao, induced me to send a telegram to Your Lordships this morning reporting the apparent complete success of the new system for suppressing gambling.
