Taxation Reform in Obina, We notice that the Finame Minister's main hope of avoiding a deficit in the Budget rests upin the success of an effort on the part of the Provinces to force offioiais. to accept Provincial bonds in part payment of salaries, and to 'rewrt to some compulsory means of forcing them upon the market. If that represents the only prospect of balancing the Budget, then it would seem a rotten read to rely upon. Officials in Chinn ar not so well paid that they can afford to accept part of their salaries in Provincial bonds of doubtful value, and forcing them to do sɔ would be unlikely to make for greater honesty in the service, The starting point of all taxation reform in Chins must be in measures to ensure an honest and incorrupt Civil Service. It must be a well paid service, so that inadequate pay shall afford no exouse for dishonesty; an efficient audit system'should be instituted, and exemplary punishment should be meted out to any and every official who mimppropri atesthe public funds to any exteat whatever. A. writer, in the course of an" able article in Engineering,". says that the development of the trade of the port of Rangoon in recent years has been extremely satisfactory, but the prospects for the future were opardized by the. fact that the river, on which its aucossa depended, was leaving the town, and that cand banks were forming in the hitherto valuable rezobes. This was due to the fact that just above the town the river changes ite direction at almost right angles, from's north-south course to one east-west, The current, which ows at from 4 to 8 knote, had gradually eroded a channel for itself, as was natural, on the outside of the bend. Ringoon is
aituated on the inside of the curve, so that the deepwater channel moved from close in front of the town over to the far si le of the bed. At the same time, on the ares in front of the town sand- banks were forming in the slacker waters, Nor was thid bil. The deepwater channel as time went on out further and further into the south bank at the bead, widening considerably the river bed at that point,
