Shanghai, Received April 23. The Tutuh of Yunnan has telegraphed to the Central Government that he has been simpelled to use the salt receipts for January, February and March in payment of the troops, and he requests the Government's sanction thereto.

The Government has replied that as the galt revenue concerns China's foreign credit, the receipts must be deposited with the Sub-Inspectorate at Yunnan-fu, but as the Tutuh ban already used the receipts for the first three- months, the Ministry of Finance will make up the amount,
