British Steamer, "Garpedon," I have the honor to report that certain err... was committed by the Acting Harbor Master in the course which he adopted. Nevertheless, in extenuation of that it appears that it was certainly overlooked.

I have to add that the Attorney General, who advised on the matter, stated that cases like that of Tierney should be dealt with under the "Supplementary Instructions to Officers in British possessions abroad" issued by the Board of Trade (C 519), where it is stated that a Master of a vessel is willing to take a Seaman reported by the Medical Authorities to be not quite sane, but not an actual lunatic, had come out in the "Sarpedon" and was not considered by the Harbor Master to be bound to convey him home.

For the future, however, I trust there will be no more such mistakes. I have caused the Harbor Master to record in his Office the opinion of Mr. Learns, that he should unquestionably have made a special arrangement for the distressed British Seaman.
