Surveyor General,

of Trinidad, by His Grace the Duke of Buckingham and Chandos; then Secretary of State, for the Colonies - and in March 1869 - transferred to Hongkong.

The works that I have carried out in Hongkong, especially the Tai Tam Tuk Reservoir (likely "Tai Tam Tuk" is correct, but "Vestfeelum" might be a misOCR of "Tai Tam Tuk") - which has been most successfully completed could not, I am satisfied, be found fault with - by any Professional.

I attach a list of the Noblemen and Gentlemen to whom I beg to make reference - under whom I have served, and with whom I have been connected during my professional career.

(Signed) L. H. Meanson, M. Inst. C.E.

Hongkong, April 6th, 1872.
