JOURNALISM IN CHINA

A telegram on Thursday stated that the Chinese press lawa will be reconsidered and may possibly be amended. That was bound to come sooner or later, though the announcement was not expected BO soon. Evidently the government is finding it difficult to frame Laws which shall govern the press without being too harsh. As they stand, they muzzle the prese very effectively, but neither the Chinese presa nor another can be muzzled all the time. It may have to fight for its rights, and some members of it may suffer in the process, but it must, in the long run be free and untrammelled. When that end will be rocured depends upon the press itself. Its complete freedom will come after it has proved itself fit to be entirely free, not before. It cannot, in fairness, expect freedom aúy sooner.

Modern journalism in China is still in its infancy, and it has a long way to go before it can come even near to the standard set by the newspapers of the West. It is not a vocation to be lightly undertaken but one which requires natural aptitude, training, know- ledge of the world and much tact. Properly understood, and regard. ed as it ought, it is a position of trust and responsibility. The journalist can lead or mislead public opinion.. He can perform considerable social services and considerable social disservices. He can, and should, voice the feelings of the public, but he can do more. than that; he can articulate the aspirations of the public almost before they are fully formed. He should have the quality of an- ticipation. Occasionally, it is true, he will be wrong, but most of tle time his anticipation will be accurate. His paper, therefore, will, if he be a true journalist, be sound and healthy and present- ing accurate news.
