14 "Return of Public Works", the form of which was fixed in January 1870, was handed in for that month, and discontinued until November 1871.
There was no order in this discontinuance, but it was discontinued because it involved so much labour on my own shoulder that I could not do it, and there was no one in the department capable of doing it.
