Cases - All of which with the exception of the fourth are of "long standing, and formed "the subject of Complaints by "the respective Contractors to the officer Administering the "Government which were at the "time carefully investigated and disposed of, each on its "merits. I beg therefore with "all deference to protest against "any of those cases being raked up now to form a charge against "me"

23 With respect to the whole of the charges against me, "submit for the serious Consideration of Sir Kraitney "that they cannot now, within any show of "justice, be brought against me, and in legitimate "self-defence. I respectfully protest against "their being made the subject "of any further Enquiry except in as far as they point to "defects in the system "established in the Department before my time, which I have not had power to change for the better and for which therefore I cannot be held responsible
