18. As I have already pointed out in my Letter of the 23rd March paragraph 28 - I was never called on during that period to furnish the Monthly Return, referred to in Charge 2. I considered it to be of little or no practical value. The preparation involved the loss of much valuable time in the office.
19. I was a Return of a special nature, furnished solely for the personal information of His Excellency, Sir Richard Macdonnell. It was not one of the regular Departmental Returns.
20. On his departure for England in April 1870, it seemed to be no longer required or called for - certainly ought not to be called on now to account for not doing that which for twenty months the Officer Administering the Government actually sanctioned my not doing, and I respectfully protest against any proceedings being taken against me, for conduct which my...
