This morning a Marine Court, comprising Commandor Basil Taylor, R. N., Mr. O. M. Robins, marter of the 8.8. Thongwa, and Mr. J.W. Evans, master of the a.s. Haimun, sat t ooneider charges of misconduct against John Fraser, second mate of the 8.8. Foochów. It was alleged (1) that on January 3,1014, the do- fendant was found asleep on the bridge and under the influence of liquor; and was put off duty by the master; (2) that in the Yang- tze River on February 28, he was again under the influence of drink, and was incapable of performing his duty and was put off duty by the master; (3) that on March 12, in the Canton River, he was again drunk and incapable of performing his duties, being put off duty by the master.
Mr. Lewis, of Messrs. Johnson, Stokes and Master, appeared for the captain of the abip.
The defendant pleaded not guilty.
Capt, Owens said that on January 3, at 11.15 p m., he went on the bridge and found the second officer asleep while on duty. Witness had gone up on the bridge and walked up and down once or twice, but could not Bee the second officer. He found him in the obart room with his head on his arms at the chart table, aaloop. Witness put bim off duty.
Mr. Lewis-What makes you sure he was asleep? I heard hits snoring a bit, and he knew he was guilty,, for he ran when I told him to get off the bridge.
