# necessary for the Executive to consider every mouth, and which the Surveyor General had right of his own motion to drop. "The Surveyor General on being called upon for any defence he might have to offer reads the following Protest-
11 # Protest against Proceedings by the Executive Council.
" I respectfully protest against any further proceedings being had before this Council, on the Charges now made against me on the following grounds: -
First. As to the third charge - "That I have not been furnished with a Statement of the grounds on which it rests" as required by Article 83 of the Rules and Regulations.
Secondly. As to the whole of the Charges, that they have already been considered and disposed of by The Lieutenant Governor - as they arose. and I beg to refer to paragraphs 18, 19, 20, 21, 26, and 28 of my Letter of the 14th of April, which was addressed to the Chief Clerk of Council offering to his Excellency the Governor, my explanations of these charges which are
