I cannot add one word to the explanation given and remarks in C. Sa. No. 2324 with reference to Tung Quang's case. His Excellency may not agree with me in the view I took of that case and of my duty to the Government; but it cannot be said that I was guilty of wantonly throwing irritating and needless delays in the way, and because I conceived it my duty to enforce what I considered to be the just claims of the Government against a negligent and defaulting Contractor.
