It has been customary for Officer to lay his Requisition personally before the Governor, and to obtain his signature thereon before transmitting it to the Colonial Secretary. I have my Requisitions frequently ready for days, but have been unable to obtain an interview with him.
On one occasion, no opportunity occurring for days, my Requisition has perforce been delayed on its way to the Colonial Secretary, who, if he observed any rule at all on receiving any Requisition from the Lieutenant Governor when sickness kept him away from the Office, has happened more than once that I have missed seeing him, because I was away from Office on other duty in some part of the Colony when His Excellency paid a brief visit to the Office.
