We have looked through the local regulations, but so far as we can see there. is not one of them which covers this point.

At the meeting of the Singapore Council at which this Bill was read a second time, some objection was raised to the overcrowding section. It was pointed out that one understood the overcrowding of carriages and rickehas, because the humanitarian sentiment entered into the matter, bat one of the speakers failed to see how such a sentiment could apply to an engine. That was a good point, to be sure, but it was counteracted by the remark of another mem ber who remarked that in case two or three people were sitting next to the driver the latter might have considerable difficulty in hand ling the car. Certainly under conditions of this kind overcrowding might very well be a danger. Then, too, there is the case of people riding on the top of a car-obvionaly a dangerous proceeding.

We have seen in Hongkong many instances of overcrowding when parties go out on" joy rides," and the law does not appea to deal with the evil. We are aware that one of the regulations in force here prohibits any person in any way obstructing the driver, unless and here in a vital provies with the permission of the driver.
