I deny flatly any wanton delay in enabling Contractors to obtain payment - and I take leave to doubt the value of the candid statements of the Chinese Contractors.

I can only deny, I can neither explain nor refute the charges brought against me by His Excellency as I have not been furnished with the grounds on which he rests these charges.

I am entitled in common justice, and by special provisions of Her Majesty's Rules and Regulations to have sent to me the evidence on which His Excellency acts.
