In the Chinese Recorder recent- ly there appeared an interesting article by G.S. Foster Kemp on the moral responsibility of the foreigner in Ching, in which the writer said that while the for- eigner could well learn many things from the ideals and standards of the, Chinese he could also help them by expressing and living up to the beat standards of the west. Not only so, the pre- sence in the yamens of trained and ospable men," who would doubtless be willingly lent by the Powers, would prove a moral support and tower of strength to weakkneed and inexperienced officiala in the framing and ex- ecution of measures for the general weal. China's Foreign Trade. One of the miracles of present day China is the way in which her foreign trade, as reflected by the revenue returns of the Mari- time Customs, has thriven in the most inauspioiona circumstances, revolution, political disturbances, and rebellion, so far from upset ting the course of trade, seem to have acted as a healthy tonic, and the revenue figures, instead of declining, have gone ahead by leaps and bounds. The revolu tionary struggle at the end of 1911 kept several ports inautiva during the whole of the last quarter of the year, yet the total revenue figures for the year constituted a record. Leat" it obculd be said that this was due solely to the increased opium duties, 1912, another year of chapa and uncertainties, beat this record by nearly four million taela; while, in spite of the rebellion that raged on the Yangtze last year, 1913 has outstripped, the 2012 6gures by over four million tales the total collection amount- ing, roughly, to Tle.. 43,980,000, and if the successive amounts are." converted into sterling, the increase since 1910 is all the more remarkable.

This gentleman has, spproached the local Government with certain propositions, whose object ie to resuscitate the older medical soience if it can be called science so that it may regain the ground it has lost dur ing recent years by contact with the more vigorous West. No doubt the champions of the old order of things see that the present hour is a favourable one for this attack upon the medical science of the West, for, as is well known, there ia a strong tendency to revert to the old order of things, whether it be an autocratic Government qt Reking or a Chinese wheel barrow for the weary pedestrian, at Shangbaidzior fe mozg
