The authori ties are puzzled how to act, while the publio clamours loudly for a more rigorous application of the law as well as the riddance of · the undesirable element from the 18ttlement. The situation bas stirred the low-abiding portion of the community to a deop sense of the insecurity of life and pro- perty, yet the police, while keen- ly alive to their responsibil ities in the matter, are unfortu nately handicapped by the condi tion of the law, which obviously holds no terror for the criminally disposed.
