quidance) in connection with the regular preparation of the Returns and requisitions which you were ordered to fill up for the better elucidation of the expenditure suggested for each ensuing month. The charges you are faced with are wilful and habitual disobedience of orders.

Firstly, you are charged with neglecting, despite repeated warnings, to send in the monthly returns showing the state of the Public works then in hand - with dates of authority for same - Commencement of said works - previous expenditure thereon, balance remaining, such items being necessary to keep the Executive abreast of the information needed for the due control of Public Expenditure and husbanding of the resources of the Colony.

Secondly - Hoi Enelloway charges you with frequent unauthorised expenditure of Public money, which may necessarily follow from, if it be not practically comprised in, that which supposes you to have neglected obtaining timely sanction for the expenditure suggested for each ensuing month, because on the approval of these requisitions the passing of your accounts by the Auditor General mainly depends.

Fourthly, You are charged.
