The Report, which, His Excellency has received from the Committee and which is the result of a very long, careful and apparently impartial inquiry, painfully impressed him with a sense of the imperative and pressing duty of consulting the Executive Council, on the expediency of your remaining Head of a Department, which he needs to call attention to now.

His Excellency does not feel it necessary to call your attention to any other portions of the Committee's report than those which, combined with his long personal experience of your mode of conducting the duties of your office, seriously appear to the Governor so to affect your position and efficiency as a Public Officer that it may be believed to have been seriously mismanaged to the great detriment of the Public interest, and waste of the Public resources.

At the same time, His Excellency does not feel that he may well defer for the present other important matters. His Excellency desires to inform you that he now charges you with long continued and wilful disobedience of important orders issued to you.
