that they would have charged less for the performance of works had they been assured of more prompt payment.
18. The Surveyor General has been unable to give us any satisfactory explanation of the cause of the delays in instances pointed out to him (one of which involved a payment of $20,000) though he has admitted that the Government has thereby suffered.
