4. Regarding the monthly Returns of the Report on the expenditure and condition of Public Works, it appears that after the Governor's departure in April 1870, Mr. McOrsom ceased to furnish these Returns because in his opinion they were unnecessary and involved so much labour on his shoulders that he could not do it, and that there was no one else in the Department capable of doing it.
