So far as the actual work of governing the country goes, ex- perience has shown that it matter little whether a Parliament exista or not in the so-called Republic of China. While the President loses no opportunity of proclaim ing faith in the Republican ideal, his motto evidently is, "The Re- public: it is I," and the Advisory Conference, in the present state of political education of the people, serves as well as the best of Parliaments that are likely to be formed in China.
