Survey Department. All measurements have to be taken when plastering is done and again before any painting is required to be done.

49. Further, each Public Building should be inspected, as heretofore, every Quarter. The report should be drawn up jointly by the head of the Department whose premises were inspected, and the Officer of the Survey Department.

Before closing, we much regret to have to record that we did not receive in the course of this enquiry that candid and ready explanation and assistance from Mr. Moorsom which we had a right to expect.
