The Re-establishment of Gambling in Canton
It is, however, well-known that theoretically the Government, at the establishment of the Republic, hit gambling very bird, and up to the present hour officially it has not been recognised, though it is carried on surreptionaly and for local gain in some quarters. Recently, however, a strong effort has been made by some of the officials to re-establish gambling That it is a vice is recognised by the most respect- able section of the inhabitants, but it is felt that money must be had. and from this source it is likely that money can be obtained. It is argued that if gambling is allowed it will in some way give a new force to the efforts of the officials, in regard to the current notes, for as is known they hav ing been beaten in their efforts to keep the notes at their face value, haro décided that they must at least pass with not less thum twenty-five per cent, depreciation. How gambling is likely to bring about this much desired result does not seem qui'e clear.

Canton and Revenuz. Strenuous efforts to restore the currency to par have liamally failed. Then someone c nceived the scheme of a provincial lottery. Withont a pang of conscience, the scheme was put to the test. It also appears to have failed. Our Canton correspondent informs us that the plant is for male. laat extremity it is now proposed to re-establish the monopolies of organised vice. Already the monopoly of licensed houses bas been awarded. Soon we may learn of the revival of the flower boat monopoly, the gambling monopoly, the spirits monopoly. All are on the tapis. Perhaps the opiam monopoly will also fiad its place along with the White Slave monoply. One can- nct help sympathising with Con ton in its financial straite, but the adoj tion of retrograde measures to obtain relief is to be deplored. Whet the Government stands to gain in revenue will be more than counterbalanced by a general lowering of the moral standards of the comminity,
