a) Be Rept clean. The latter continuous employment during which the Engine was immersed in water. It was partly subjected to much rough usage for which it was unsuited and in consequence sustained damage.
We consider that it was a mistake to use the Engine for the purpose for which it was taken to Pokfulam at the end of last year.
32. Mr. Moorsom laid before the Executive a statement showing that certain works had been carried out without authority. Among these, a sum of $4700 was expended in paving the landings of the steps leading into the Public Gardens. This was ordered by the Harbour Master without obtaining authority in the usual form, nor did he prepare an estimate before the work commenced. He avers, however, that he mentioned the subject to the Colonial Secretary, but Mr. Anderson informs us that he has no recollection of this.
An unnecessary work, Public Garden Paving, was therefore carried out at considerable expense simply because Mr. Moorsom erroneously thought he had a balance on the item of Public Gardens and thought it a good way to spend it.
