The Past Year.
The outstanding featu es of the history of Hongkong during the past year are more or less) connected with the state of unrest in the neighbouring Province. As in the latter part of 1011, and thronghoat a large part of 1012, Hongkong was again, in July, August, and September, converted by the political dis turbances in Kwangtung into a huge refuge camp, with the evils Inseparable from overcrowding. Greatest emphasis has been laid upon the effect this sudden influx of about fifty thansand people has had upon house rents. Pro perty values have greatly in- creased and renta's have risen correspondingly. Government. appears to have allowed its laws bo against overorowding to ignored, thus not only making it possible for landlords, especially of Chinese property, to obtain rentals in many cases a hundred per cant, more than were charged' five years ago, but stultifying to a considerable extent its own costly efforts extending over many years to put an end to plague
