A telegram lost work porting that the Special Envoy sent by President. Huerta of Mexico to Japan to convey the thanks of the Mexican Government for Japan's participation in the Moxi- can Centenary celebration sug- gested that the coception was viewed in the light of a demon- stration of antipathy towards the United States, and, a line was added to the effect that the outi-j American feeling in Japan had been very pronounced of late. We gather the reason of this from the Japan papers received by the latest mil. A storm, of protest seems to have been raised in the Press over the news' that a now Immigration Bill bas been introduced into Con- gress designed to impose more stringent restrictions on immigra- tion into the United States. The Bill was introduced in Congress on December 8th by Congress- man Barnett, who had proposed the asme Bill in the last session of the Congress, when it was vetoed by President Tait. The Bill provides that (1) all im migrants shall be submitted to na cdcational test; (2) aliona not eligible to citizenship of the United States, and that (3) im- migration officers of the United
