and elsewhere, and a reasonable discontent prevails among them. They are not paid for all deviations from the original plans arising from fault of themselves or their workmen.

Further, justice is not done to them in many cases without petitioning the Executive through some Department.

20. For instance, after a Contractor employed to put up a building in Queen's Road West, the Contract was broken by the Government without authority from the Surveyor General, and although the man made applications for payment of what was due as the work had commenced, it was not until after a lapse of 17 months; that is to say a few days ago, on recommendation of the Committee that he received the amount not so much as compensation for breach of Contract and materials used, but for work done.

21. Again, the Contractor for building the causeway at Aberdeen found after he had nearly completed his work that the price for labor on the Contract which he had agreed to take was not covered. This led to an agreement, with the sanction of the Executive, to pay for labor at a rate higher than that authorized & recognized.
