the recurrence of this matter tedious,
and harassing work sustained by either Mr Muirson's incapacity or reluctance to comply with the orders required by the Rules and necessary for the Service, I shall be most thankful, if the Committee can make any suggestion, likely to prevent such constant unpleasantness and control the wasteful expenditure which I fear is going on in some branches of the Survey Department where Estimate is scarcely ever observed, and where there seems to be much needless and careless extravagance..
I see, as yet, no way of meeting the exigencies of the case, especially the downright disobedience of orders by Mr Thomson, except by calling on him hereafter to answer written charges founded thereon, and considering in Executive Council the expediency of removing him. If I can conscientiously do that, I should much prefer it.
