I am at quite a loss in regard I have twice wired to the Cabinet about this care and if you get and read these two telegrams you will learn all about it.

There are some tens of places where limestone quarries are to be found in the province of Kwangtung. The limestone is necessary for manure. This may be so if all the quarries aro pro hibited to be opened, but other wise the limestone can be exported.

Prohibition of the

exportation of limestone is not contained in the treaties and the former Onnion Government had no authority to prohibit it.
