Something must be done of a decisive nature to prevent their recurrence.
Consequently, I shall

appoint a Committee to inquire
into the various matters detailed
below, as I cannot spare
the
time to such important subjects myself.
13. I would be glad to find that Mr Cecil Smith, Mr May, and Mr Stewart can undertake this duty and
would ask them to investigate how far Mr Morsom has carried out his instructions in preparing his monthly Requisitions for authority to incur expenditure in each ensuing month, and how far he has regularly completed the monthly Form of Report on the Expenditure
and condition of the Public Works Machinery,
especially in regard to recent orders given in connection with No. N3422 7/87-
and 185 of
$ 1872.
14. The Committee should also have
before them the original Memoranda
on
the subject by myself and Mr Pannell
when first prepared then free. They will
thus understand
my
object - and also
attempts made to defeat that object
which
was to obtain
knowledge and
control over the Public Works Machinery.
15. But as I believe this gentleman
who states he had never
anything
connected with Architect's projects,
and
appears also to be without the administrative ability and
knowledge required...
