Now it is to be observed, in reference to that of September which is passed only in consideration of the claims of the Contractors, I am directed by His Excellency to observe that your seemingly contemptuous indifference for the orders you have received in regard to asking, as you are continuing, for permission to incur expenditure. You are, in irony, asked to do that which you have already done, will be placed on record.
I am further directed to inform you that without authority first asked and obtained, you are not at liberty to incur one cent of expenditure, and that should you again omit to send in the requisition, and notwithstanding such default, if under authority, you proceed with the work, you will not only be held pecuniarily responsible, but your conduct will be submitted to the Executive Council, with a view to such measures as may be held expedient.
