What seems to be the plain meaning of the mani- festo is that the Government. desires to have its programme of reforms endorsed by a body re- presenting the whole of the provinces, so as to have its posi- tion in the matter strengthened and supported. The Parliament's opportunity will come if it continues to exist- when it is asked to make the necessary appropriations for carry- ing these reforme into effect.
