The Indian Question. Whatever may be the amount of truth in the charges of harsh. treatment, it is too much to believe that the Union Govern- mont is unwilling to accord the Indian population just and con- siderate treatment if the griev- anoes are properly represented. But the Indians have put them- selves in the wrong by their passive resistance to the Govern- ment of Natal, and so long a they persist in this campaign a modus vivendi is scarcely possible.. The quickest way to end the arisis would seem to be for the leaders of public opinion in India to exert their influence upon the leaders of the passive resistance campaign in South Africa, to drop resistance of law and order aad approach the Union Govern- ment in a more amidable spirit. In pressing then for a full in- vestigation of their grievances they would command', the sympathy of the whole empire, and we can believe with the Times that thie appeal would not be resisted by Sir Louis Botha's Government or by South Africin public opinion.

Representations were made to the Hongkong Government by Aho interested importers in Philippines and they returned with the full assurance that the Government here would do every- thing possible to meet the objec tions of the Manila authorities and resuscitate the cattle trade. But it was all to no purpose, for the Bureau of Agriculture had resolutely made up its mind and urned a deaf ear to those who were prepared to give their time to and risk their money in the
