As Mr. Moorsom appears to have held a Colonial appointment in Prinidad, when Sir Arthur Gordon was Governor there, more information might be obtained from that place than from his Railway acquaintances concerning his real practical qualifications to act as head of a Department like that which he is supposed to superintend here.

26. The main question, however, to decide is whether the personal interests of Mr. Moorsom or the general interests of the Public are to prevail. The Executive Council here had a very strong opinion as to the hopelessness of ever getting any profitable work out of Moorsom, and certainly would have taken advantage of his palpable disobedience of orders to get rid of him if the members had not felt their hands tied by the language of Lord Granville's despatch alluded to above. Ample materials however are now forwarded to enable your Lordship to form a judgment for yourself.
