24. I may add that, when he refers to the Reservoir at Pokfulam, it is not much to be wondered at that he simply struck off the list of the Department and was replaced by no other Officer.
23. Neither appears qualified to assist in preparing estimates, or in carrying on any part of the work of the Department. The latter would not be under-handed, if he could give effectual help, and the Colony is not rich enough to support more Officers who cannot keep their Department up to its work!
As proof of his capacity for conducting such undertakings, he assumes to himself a credit to which I fear he has but small claims. Not long ago, I went over the various reports, maps, and papers connected with that subject, to enable me to determine what credit he could fairly claim, including No 14, which I enclose, and I now annex a Memo expressing my opinion that he had really very little share in surmounting the difficulties of the undertaking.
