I cannot but solicitously thank the Sin. D. Macdonnell for his kind and very able, and I may add, very satisfactory letter, which has taken a great weight off my mind. He ought either at once to have acted on Lord Granard's despatch or dealt with a request for his removal on the ground that it was not warranted.
When Sir W. W. Cairing her him formally before the Council, he ought to have proceeded with enquiry. To slot this Council in the middle of a despatch for the reason he did was asking in a manner hard to warrant.
It was a Confidential report that Mr. M. was not competent, so has Hong Kong duties as applicable & a case of formal charges of a Seller offence viz. insubordination & incompetency. These charges having been made, Sir W. W. should have stopped them. Lui
