2. Macdonnell's opinion on Mr. Moorsom has not attended further remittance.

It appears that Sir D.M. has ordered that up to his defective accounts had been seen from the Savage Card at the end of each month.

Returns showing the sums of expenditure proposed for the coming month should be submitted. Such a duty is calculated to check extravagant expenditure.

On referring to Sir M. Mii's letter No. 132, it was found that no such returns had been sent during the whole time. There had been an omission, and he therefore gave immediate instructions that they should be supplied without delay in the future. And from the following extract from a letter which was addressed to the Governor (Captain Whitefield), it appears that Mr. Cuttermann's neglect of his instructions was censured.

Whilst the General was not approved or lightly censured, it was in answer to an appeal for authority to incur certain expenditure.
