With reference to Sir R. Macdonnell's despatch No.983 of the 9th April last, I have to express to you my approval of the arrangements made by Sir R. Macdonnell for the discharge of the duties of Mr. James Russell by the appointments of Mr. Mitchell to act as Police Magistrate, of Mr. Sunsson as Collector in the Stamp Office, and of Mr. Donnochy as Chief Superintendent of the Fire Brigade.
