caused to be made of the outfit already which I averringly made for the House - and which with occasional extra supplies from England has been found ample for all the purposes of hospitality during some years here. It seemed to me that in no other way could adequate prevision be made for the arrival of Sir Arthur Kennedy - from which I learned from Lord Kimberley might be expected on the 16th April. I was not aware till some time after my return here of the Secretary of State's new Instructions of last August - or I should have earlier moved in the matter.
173 I have however in accordance with the advice of the Executive Council transmitted a Telegram to Lord Kimberley stating that Governor Sir Arthur Kennedy would find everything necessary in the house - and I fancy under any circumstances that I must leave them there as probably he might have had longer time in England, allowed him, if he was supposed to outfit before embarking.
