SOME INSANITARY MATTERS.
A letter to the Telegraph yesterday remarked, among other things, that in no other civilised city in the world would such a state of (sanitary) offairs be allowed to exïat aseziets in Hongkong. Very reluctantly we are obliged to back up what would seem, to those who have not taken the trouble to familiarise themselves with the facts by personal observation, a somewlist aweeping statement, What the llongkong Sanitary Board seems utterly unable to realise is that it has to make by-laws, not for people accustomed to the usages of civilisation, but for those to whom common cleanliness is still a thing strange and wonderful; and that on those persona obedience to the regulations laid down, depead the health, and comfort of the small European population here.
