The problem is one which cer tainly calls for the earnest con- sideration of the Government, Only this week we have heard of a case of a Chinese tenement chang- ing hands and the rent of the flats being exactly doubled. That rent can only be paid at the cost of a Berions Overcrowding of the pre- mises. If no overcrowding be allowed, it is obvious that these greatly enhanced rentals, if the property lets, became simply ad- ditional taxation on the trade of the port, for the inevitable result of the increasing cost of living in a demand for increased rumun eration of labour and this must all tend to divert trade to less ex pensive ports. This question and the further one of what seems a wholly unjustifiable increase in market prices are worthy the al- tention of a Commission of In qury.
