The Bills of which I had the honour to enclose duplicate Copies in the Despatch Bag sent to Justice by last March, had been read a first time at a Meeting of the Legislative Council held on the 25th Ultimo. Your Lordship's Telegram, however, was quite in time to enable me to explain to the Council at its Meeting on the 4th Instant the Suggestion of Your Lordship and my reason for taking no further present action in connection with the proposed Legislation.
It is for many reasons most desirable that, while in England, and whilst having the best advice and the readiest means of ascertaining the wishes of Her Majesty's Government on the subject, Mr Pannapoli should complete those Bills. I may add that the Ordinance regulating procedure of the Supreme Court introduced by Mr... principally because I had the advantage of using the draft...
