I have received Sir R. MacDonnell's despatch No.978 of the 8th April, enclosing Stewart's annual Report on the Government Schools in Hongkong.
Sir R. MacDonnell proposed that new School accommodation, with residences for four masters is much needed, and suggested, that the School should be built at a probable Cost $80,000, and that the Expense should be defrayed from the Special Fund; considering his suggestion, I am not satisfied that the application of their fund can be devoted to educational purposes.
