I very much question whether such an expenditure would be possible, consistently with the demands which have to be made on the Revenue - as well as extended and more effective distribution of water, combined with the multitudinous demands for repairs to Roads, Buildings, Civil Hospital, and a new Harbor Master's Office.

I, therefore, respectfully submit for Your Lordship's favorable consideration this suggested aid to the cause of Education here, and in the event of its being entertained by Your Lordship, I suggest that plans of the most recent and improved School buildings be transmitted early to the Colony as I understand that very complete plans, such as I allude to, have been lithographed and can be procured from the Committee of the Privy Council on Education.

Accommodation, capable of extension, would probably be required for about 400 pupils, as also a large lecture room with laboratory. I enclose a plan of the space available for building.
