13. I therefore ask the aid of $80,000 from the Special Fund of which I send you a statement in a despatch of even date herewith, which puts my despatch No. 99 of 8th July 1872. It shows a balance of $460,689 kept at the end of last Quarter, a sum which will be increased by the end of the year by contributions to the Police Fund already estimated at $... and contingent expenses wholly for the Police.

It has had in the whole $118,000 = $224,383 interest which will certainly be diminished to $4,00,000, even if accruing interest be carried to credit of the Fund. Giving $80,000 to Education, in the form of Buildings required, would therefore leave $320,000, with its accruing annual interest, to aid in suppressing crime and gambling, whilst the expenses of the latter object are now comparatively trifling.

14. It certainly does not seem that the purpose contemplated under this head can be regarded as neglected, if out of the Special Fund balance amounting probably to $400,000 at the end of December, a balance of $320,000 will remain available for suppression of crime, independent of an auxiliary previous expenditure in aid of the Police, which will amount, I believe, to at least $110,000 before the end of the current year.
