While the humanitarian mo- tives by which the foreign officers of the Red Cross Society were prompted to intevens can be fully appreciated, we share the view. that their intervention was a mis take. But things happen in Chiês which could not occur alsewhere. Nowhere in the world would a Red Cross Society be allowed to con duct negotiations for a surrender of forts, and in a country like China it is of the utmost importance that the Society should strictly confine itself to the work which has given to its flag an almost sacred signifi- cance. When it exceeds its pro- per functions by undertaking negotiations for the surrender of forts on the basis of an amnesty for the rebel commander and pay for his troops, there is grave dan- ger of creating an impression of political bias, and of the Society suffering a loss of that respect and regard for its proper functions which it universally enjoys.

Instead of déporting English suffragettes, submitting them to imprisonment and forced feeding, so vr permitting mobe to tear the clothes off their backs, or threst ening them with something like the treatment visited on "Shep- herd" Stiggins by the elder Weller, these women must be allowed to "do" something' in the administration of public affairs, says Mr. Hamilton Fyfe in the London "Daily Mail." This distinguished publicist thinke that the women ought to have a parliament of their own. He ad- mits that they have, incensed the public mind against them; but it is never too late to mend. Ă year.or two ago their claim of the right to take part in public affairs was making steady advance to- ward being generally considered reasonable.

Formosan Progress. The camphor and salt поворо lies, and the sugar and timber industries are the backbone of the island's prosperity. The manu facture of salt when the Japanese took possession was a fros in- dustry of the people. The monopoly was established in 1899 when there was an annual output of 19,000,000 kin of in- ferior quality. Encouragement by means of subsidies was given to improve the quality and extend the fields of production, the reqult being that salt to the amount of 53,103,600 kin was exported last year over and above the 47,000,- 1000 kin consumed on the "island itself. In 1911 Hongkong and Manila became markets for a share of the Formosan salt out put. The camphor monopoly was created in 1899 and strengthened by the Crude Camphor and Camphor-oil Monopoly Law in 1908. Formosa is the greatest camphor producer in the world,
