(Par. 10) I respectfully suggested a classification of the objects for which the Special Fund should be made available-
1. The suppression of crime and gambling
2nd. The spread and diffusion of education amongst the Chinese as the most powerful ally of every government in the suppression of crime and vice,
3rdly The increase and improvement of the Staff of Interpreters for the better administration of Justice where the Chinese were concerned.
4th The rendering charitable aid to the Natives and maintaining institutions calculated to diminish physical suffering and want

I believe, however, now, I may presume Your Lordship would be of the same opinion, that it is the business of the Colony to employ an effective body of Interpreters, and that, notwithstanding the intimate connection between the efficiency of the Interpreting Staff and the administration of Justice to the Natives, there is no sufficient reason for devoting any part of the Special Fund for that purpose.
Nevertheless, the claims of the remaining three Heads appear as strong now as they were. As to those Heads the 1st and 4th have been admitted by Your Lordship, but the 2nd and the claim which the spread and
